Introducing the Contributor role

Contributor is a new role for people who should build flows but not push them live. In development they work like any other member of your team. Switch to production and everything is read-only for them, Sync to Production included.

That covers the case where someone builds and tests a flow end to end but should not be the one who ships it. They can do the whole thing in development, and the last step stays with whoever owns production. You assign it from the members list, the same way you assign Admin or Member.
